Fill CUTOFF Gap with proxy process for 'Starch, at plant' and other starch cutoffs #33

Create proxy process to fill data gap. I simple proposal for filling the data gap is provided below. However, using more robust process data would be preferable if resources are readily available and the level of effort to utilize is not too great. Metadata should be provided for the proxy process.

Proposed dislaimer. Include in first line of description metadata field: "This process is a temporary proxy to replace a pre-existing CUTOFF (unlinked) process. This process should be replaced with more robust data as it becomes available or if the input contributes considerably to product system results."

Simple modeling approach:
Create industrial starch proxy to represent 90% corn and 10% potato feedstocks and process inputs per peer reviewed literature

I noticed that there are potato and corn starch cutoffs... should we change these to proxies and then create a combined starch process?
