할일을 등록할 수 있는 체크리스트 메뉴 추가

현재 Home view에 있는 Chat 아이콘을 Check List 아이콘으로 변경.

Admin이 체크리스트 등록. ex)강의실 점검시, 강의실 퇴실시 등
각 FG별로 T/F 데이터 관리

Admin이 등록한 목록은 수정, 삭제 불가 / admin이 등록한 체크리스트는 모든 FG에게 공통적으로 표시
본인이 등록한 리스트에 한해서 수정, 삭제 가능
