In the bulk downloads in FAOSTAT3 there is an "All data" option in which time is on the horizontal axis and an "All Data (Norm)" which is in 'normal' form. I have not tested all of the cases in the new page but in the two that I did test the normal form data was loaded into the "All data" download file. (See the livestock processed download)
