Proposal: Provide education/confirmation before creating workspaces in New Workspace flows

Problem: When users attempting to submit expenses are inadvertently led to create workspaces, it causes confusion about how to submit an expense to their boss, leading to frustration and a poor user experience.

Solution: Provide better education about what a workspace is when creating them in places employees are running into issues.

1. If a user that is not on a workspace yet creates a New Workspace in Global Create, display a modal describing what it does. We’ll use the same modal information already on Settings > Workspaces for new users.
2. If a user is already a member on a workspace, and tries to creates a new workspace, display a modal that educates them they are on a workspace already and directs them to their workspace chat, while still promoting creation if they want it.
