Can not get records from Portal or put in AGOL

When I create an Input Broker from Portal, I get 'Error listing folders for user:"
When I create an Output Broker from AGOL, I get 'You do not have permissions to access this resource or perform this operation.'
If I log into Portal with the user/pass I am using I can create content, folders and remove content.
If I log into AGOL with the user/pass I am using I can create content, folders and remove content.
Am I missing something? What permissions does the user need in AGOL/Portal?
