Allow for auto-generating STAC item identifier

When submitting a new STAC item via the API, currently the body needs to include the id for the STAC item. This enhancement is to include a configuration parameter in geoportal to indicate that Geoportal can assign a unique identifier in case the request body does not include such an id.
