What is this task and why do we need to work on it?

An Extended Quorum Certificate should be formed at the end of the epoch. These changes do not require a quorum of nodes in the next epoch. This can be omitted and implemented in another change. These changes should focus on behaviour of nodes in the current epoch, i.e. forming three consecutive certificates in three consecutive views for the last block in the epoch.
