[CATCHUP] - Repro for Cathcup when DA committee is down

What is this task and why do we need to work on it?

repro for: #3681

Test should have 10 nodes, 4 DA and take down 3 DA nodes first. Let the 7 nodes run through views (with Timeout certs/view sync) for a while, then restart the 6 non da nodes.
