Things to consider:

are clients required to support this?
do we require a "complete" entry for clients that do not support it?
do we just support concatenation ("get 1, 2, 3 and put them together") or something more sophisticated (keyed by byte ranges?)
do we need to detail implications on encryption? (use case: fragments are individually encrypted)
