Encoding Issue with pgbouncer and PostgreSQL Connection

I am writing to report an issue I have encountered while using pgbouncer with PostgreSQL, specifically regarding character encoding problems. Despite ensuring that both the client (psql), PgBouncer, and the PostgreSQL server are configured to use UTF-8 encoding, I continue to experience garbled characters in the output of certain queries.

Environment:

PgBouncer Version: 1.23.1
PostgreSQL Version: 17.2
Operating System: Windows Server 2022 Standard 21H2
Client Tool: psql
