Hello
Changing locate during the installation of EDB-Install .in my environment, it changed from the default to Chinese_China, and no other language sets were verified.
It will cause installation errors and skipped the registering services.
If you keep the locate unchanged, you can successfully complete the installation and startup. The operation is verified in 16.4-1、17.0.1.

If the locale contains non-ASCII characters then installation will fail. We are working on a solution
