  • Instead of creating a "starter dictionary" in the working directory, just create or update the existing dictionary. Or, if that's a bad idea, document clearly why it's a bad idea.
  • Stop putting ReportingUnit lines in starter dictionary for office districts (e.g., Georgia;GA House District 2)
