requirements.txt not equal operator causing dependency and resolution errors #159

Following the pip documentation I suggest you use either one of these operators in your requirements.txt:

SomePackage            # latest version
SomePackage==1.0.4     # specific version
SomePackage>=1.0.4     # minimum version

Error is the following:

ERROR: Could not find a version that satisfies the requirement scipy~=1.4.1
ERROR: No matching distribution found for scipy~=1.4.1

Totally defeats the purpose of pip.

u can use command prompt as administrator .
then type py -m pip install (package name)

all package have already been listed in requirement.txt
