Change redirect time from 3 to 5

Jira Description

When a user indicates they have forgotten their password they click the link "forgot password."

They user provides their staff id and username.

Once the "send" button is pressed a timer start to redirect the user to the login page. This is too quick and needs to be changed. There may be many users that do not read very fast so start with five seconds and see if it should be increased. Do not go above eight seconds.
