[Julia] Installing Julia dependencies fails (call: esmvaltool install julia)

See GH failed test, equally CircleCI fails this step too. I'll have a look, literally just landed back from holidays, so bear with me for a wee bit 🐻

I have opened JuliaGeo/NetCDF.jl#195 and now I will proceed to commenting out NetCDF from our deps list - the few Julia recipes don't really work for us anyway, so no major drama if we keep that pkg not installed while things get fixed at upstream 🍺

after not installing NetCDF (and RainFarm, that needs NetCDF), we are in turn faced with yet another SegFault issue that is documented in curl/curl#14860 and linked JuliaLang/Downloads.jl#260 - all this confounded by the problem with updating Julia version, impossible at the moment due to environment insolvency.
