Adding barriers to the community flywheel section

Add some of our lessons learned from the working group about barriers:

• Difficult because it’s not primary focus
• More people first year with more momentum
• Other efforts within open science, may need to look at consolidation
• Budget constraints
  • ACCESS is ending, so we do not have more funding for engagements
• Continuity is a challenge, especially if meetings get canceled - if we could create issues where we can see what issues are pending
