This is similar to #424 but in the FORTRAN code and hence can work both with cesm-coupling and standalone. This would be in the read_control.f90 file used by both. In this case it should only have mizuRoute terminate for options that are a clear problem and should never be allowed. The scripting level can handle warnings.
