SamplesInput vs. SamplesInput_HIV?

SamplesInput_HIV contains many files that are also located in SamplesInput. The files in SamplesInput appear to be newer, with the primary difference being the addition of TRANSACTIONAL relationship type to pfa_simple.json, pfa_overlay.json, and pfa_transitory_2x2.json. The latest EMOD release does not support the TRANSACTIONAL relationship type, so it would seem that the files in SamplesInput are too new! Note that many of these input files can also be found in a third location: the DtkTrunk git repo at regression/Scenarios/InputFiles.
