Formation of the HRE from the TOG bookmark needs an announcement event for the world as well as a proper narrative event for the founder.

Currently, both the formation of the Saint-Empire Romain and the formation of the standard Holy Roman Empire completely lack any narrative events. This is unacceptable, although it's been the case for years now.

I should have some event text written by @dangitsdaaaaang for this very purpose stashed away in my HIP documents folder. I'll need to adapt it a bit and actually code it, but presuming that I can indeed find the base text, this shouldn't be too bad.
