CTest follow-up: add basic performance tracking

We would like to add some basic performance tracking features to our CI tests suite, so that we can catch performance regressions as easily as possible.

Action items that came up while discussing this offline:

• Set up CDash
• Set up a low-noise runner (locally or on NERSC) for development
