Add vote based percentage and preference based percentage

Description
Give an option to add vote based percentage and preference based percentage, this should be appeared only when user clicks on " Vote & Preferential Based " radio button on Calculation Type
field of the create election template module election configuration step.

Solution
We need to add two fields for vote based %ge and for Preferential based %ge. this should be appears after user clicks on " Vote & Preferential Based " radio button on

Steps to go to election configuration step

1. Click create election tab on side navigation bar
2. Give template name and click on next button
3. Go to the final step on the wizard by clicking next button
4. You can see the calculation type section

Additional context

• Click on one of the security deposit fields to get the same kind of an experience
• We need to add the same ui for the update election template as well
