受注マスターからのメール送信で、テンプレート切り替えが機能していない

期待する内容(Expect) or 要望 (Requirement)

メールテンプレート選択時、選択したテンプレートが適用されること
2.13.xでは, お問い合わせ受付メールを選択すると、お問い合わせメールを送信することができた

再現手順(Procedure)

受注マスター＞検索
メール通知
メールテンプレートで、「お問い合わせを受け付けました」を選択
送信内容を確認
受注のメールテンプレートでプレビューされる
送信結果も同様
