Incorporate Marcelo method for adjusting earnings into income.py

The method is described in Issue #18, but only the resulting curves have been implemented in income.py.

A reference for how this could be done might come from OG-MYS and the ogmys.income.get_e_interp() function, which applies a similar methodology but with just a single scalar target (the overall gini coefficient).
