How to get and analyze computer's resource informations?

First, what do we need as informations?

Resource informations : cpu/gpu usages per an individual unit, ram usage, .....
and what more??

Second, how to get them?

We can use htop, /proc/meminfo, ... for this goal.
But, more detail and thinking are needed...

Third, how to analyze??

What can we get "useful" things using them?
And how??
And use useful things for what???

swap memory issue when running tensorflow.
I think zero swap memory is good.
