When creating a magic link for a contact so that a non-user can edit select information, the only language selection comes from the Language field that indicates the language of the contact, not the user editing the contact.
When copying a link from the contact detail screen, there should be a way to select the UI language for the user (probably by setting a query string param on the link URL).
In the UI for magic link templates, it would also make sense to have a language selector at the very top of the page so the user opening it can also self-select their language.
