metapsionic pulse cant be detected by other psychics

Description

The Psionic Disturbance artifact trigger was introduced in #1785 and is meant to trigger whenever Metapsionic Pulse's passive detection would trigger. However, the current implementation does not seem to work as expected.

Reproduction

1. Acquire an artifact with the Psionic Disturbance trigger
2. Make use of a psychic power while standing near the artifact

The artifact unexpectedly fails to trigger.
