BUG: Bone bucket catapult message pops up saying to talk to Jay even when the mission is active and Jay has been talked to

Make sure you've done the following:

• I have checked that this issue has not already been reported.

• I have validated that this issue is not a syntax error of either MySQL or SQLite.

• I have pulled the latest version of the main branch of DarkflameServer and have confirmed that the issue exists there.

When rebuilding the bone bucket catapults in the Ninjago Monastery, you will get a message saying to talk to Jay even when you are doing the mission for him.

Reproduction Steps

1. Accept the "Air Ninja!" mission from Jay
2. Smash a catapult part and rebuild it

Expected Behavior

The message should not pop up
