VSCode plug-in shows incorrect server status after server crash #15

See previous issue about server crashing 5 times and not restarting. It appears that the server will not restart, even when commanded to. Even so, the VSCode status bar at the bottom of the screen shows a status of "Server Up." Fixing the problem requires a restart of VS Code, but if whatever problem in the code caused the crash hasn't been fixed, the thing will just crash again, continuing to show "Server up" status.
