I am afraid "tumor" is not a tissue that can be defined in general. The cellular composition of tumors in essentially the same as the composition of the tissue where they originated. For breast cancer, for example, I typically use the material file for "glandular tissue" (or fibrous) to represent the tumor, with a tiny increase in density of about 2% [Johns and Yaffe, Phys Med Biol 32 (1987)].
