tomcat starts without errors when irods filesystem is down #30

apache/tomcat think everything is okay and startup just fine when the iRODS filesystem is actually down and unresponsive.

attempting to connect to the webserver results in the browser just hanging and never erroring out after 15min.

tried to connect to https://vm64-243.iplantcollaborative.org/
from a Mac OS X 10.10 machine using FireFox 43 .0.4

Will test further on mac, on linux mounted via 'Files'. This behaves as expected with an http error
