add notification for "no axes available for woodcutters"

only show notification if there are designations that cannot be acted on because of insufficient equipment

should the notification be displayed if some woodcutters/miners have equipment but others don't? not sure.

I'm pretty true that's a yes. Not that long ago, it took me a while to figure out why only 2-3 of my miners were actually digging, while the rest was chilling.
