Update MSVC build environment

In particular, pick up a more recent version of the msbuild toolchain and upgrade vcredist to the same version that DF is using

https://github.com/DFHack/build-env is where the package is stored, but the original image was produced in a time of crunch and chaos, so we might have to research/reverse engineer our image creation process. And document it this time.
