Streamline Multi-lingual Support

To easier manage multi-lingual support, it may be worthwhile to standardise the notebooks in different languages on the same topic to identical formats and import markdown texts from files. For example, do this in the top-level folder

from IPython.display import Markdown, display

display(Markdown(open("README.md", encoding='utf-8').read()))

will display the content from the file README.md into a notebook cell.
