Add project database/list

From Laura: I've occasionally noticed that groups on the three campuses are working on similar projects at the same time, but don't realize it. Because the projects are still in development and haven't been published, it's not so easy for them to become aware of what others are doing in a similar area. It would be awesome to have an easy way for each university to have a point person registering projects-in-progress. MIT's Media Lab does this.
