When we announce the Cosgov tool on Twitter, majority of folks will use their mobile phones to check out the Cosgov tool site.

The site should look a decent way as it shows up on the mobile view and should not look distorted.

Even though we don't believe any user will send a proposal using mobile, it should look unbroken.
