Allow data access between nodes

Each DACCS node that contains a catalog should be able to search and access publicly available data from other nodes in the DACCS network.

Components of this issue:

• discovery of data across the network
• execution of workflows where the data is (through weaver)
• data access (permissions between nodes)

• possible through the STAC catalogs implemented by default on each node (as of birdhouse-deploy version 2)
• implement a way of directly searching data across the entire network (see 🙋 Enable STAC catalog search across the network DACCS-executive-committee#23 for discussion)

• currently supported by weaver
