Building on Windows with VS2019 #38

I’ve tried to open and upgrade the VS project to VS2019 but the build fails with several error. Before spending hours digging into the logs can anyone tell if the current state of PeRColate is supposed to build or a recent Windows / VS?

This is not currently supported on the master branch, but it is being worked on. 😃
