design basic look and feel of the cuibono site

we need a basic django template for the look and feel of the cuibono public-facing site. this should be the master template that lays down all of the nav links, css magicness, lovely colors and the logo (see issue #7)

-basic CSS template has been selected for 1st draft of site
-Bob sketched out basic wireframe.
-placeholder pages created for key pages

Next steps:
-content for placeholder pages: bios, description of project
-cuibonoapp.org should send you to welcome page (now it is 404 error); set debug to false
-upload logo to layout, link logo to welcome page
-fix welcome link (currently does not send you anywhere)
-update menu layout, possible nesting menus ie about--contact--team--partners, etc
-sync site colors with logo colors
-explore some basic responsive design CSS coding
-explore CSS layouts similar to github display with top banner, boxes with rounded corners, etc
