Currently, it is only possible to set names through the config. While this can work for most cases, it can be annoying for people who have a native language different from the server default language. It can also be annoying when using packs that modify enchantments. Luckily, 1.19 gave us the solution to this in the form of translation FALLBACKS
I would suggest that you change your strings to translation tags and have them have set fallbacks as the previous default strings. This would allow them to still be readable to people without resource packs while also allowing resource pack users greater modifiability
