Add offline server list to main page

What do I see?

When I see the main page, I choose my dojo.
After choosing the dojo, I can choose an offline server.

What would I like to see instead:

Maybe I would like to choose the offline servers first.

I would suggest this solution:

In this case, I suggest adding the offlline servers to the index page.
This should be done by refactoring them into an _includes file.
Also refactor the css and js files belonging to the offline server list.
