nearby schools filter widget state changes unexpectedly

To reproduce:

1. Search for a primary school, by address.

2. When the results map appears, expand the nearby schools filter widget.

3. Show nearby schools and change from 'Primary' to 'Secondary' in the widget.

4. Drag the home icon toward one of the secondary schools that is displayed nearby.

You expect to see the home icon next to the icon for the secondary school, inside the secondary school's catchment, with the filter still showing nearby secondary schools. Instead you see the home icon inside the catchment for a primary school (the secondary school icons have disappeared), and the filer has changed on its own from secondary to primary.

This is a bug that appears to have been around for a while that we just caught. Will take a bit of work to squash it I think.

Removing this milestone. Feedback was: "I think we can fix this later. People don't even know that they can drag their home icon..." which is a very good point.
