include <noscript> message if user has javascript disabled

School Finder requires JavaScript. Currently if they have JavaScript disabled they might just think the site is broken because it won't respond.

We should ask @pixelhappy1 to help us figure out what the site should look like when JavaScript is disabled so it a) communicates that they should turn on JavaScript or use a browser that has it enabled, and perhaps b) helps them understand what they're missing if they don't (e.g. the ability to search by their address or for a school by name).
