When a job (like file sync) is assigned to a host that is off, the job should reflect that it can't run #805

In the example here, vm-a01dr01 has jobs to sync the uploaded files, but the host is shut off (as shown by hosts -> host_status). The job status should show the progress wheel with something that indicates the host is offline (and in this example, the pinwheel shouldn't be spinning as the file won't finish sync'ing until the host is booted, which could be days later).
