Senator Quanton_Biscuit’s proposal was approved by the Senate and by President ChrisChrispie.
+Citizenship may be temporarily suspended by order of the President, Speaker of the Senate, or Secretary of Defense following an alleged crime with imminent prosecution, if it is believed that the possession of citizenship poses a risk to informational or national security.
+A temporary suspension does not strip a citizen of protections in the bill of rights, besides allowing for discord roles and ingame groups to be removed for its duration.
+A temporary suspension must be limited in scope to either the duration of the trial, or expanded following a guilty verdict upon the advice of the presiding magistrate.
+A temporary suspension should be communicated to the recipient as soon as possible after it is put into effect, and documented in the relevant trial channel when the trial pertaining to the case opens.
+To expand a temporary recovation to a full removal of citizenship, normal procedure must be followed.
+Reasoning: +Oftentimes prior to a trial it is advisable to temporarily remove someones citizenship for security concerns, but a full removal poses unfortunate implications for the rights of the citizen, who now technically loses many constitutional protections. This creates a security incentive that directly contradicts the goals of the constitution, and should be patched with a more stable solution.
+Senator SpeedyJustice’s proposal, submitted on behalf of Shado, was approved by the Senate and by President ChrisChrispie.
+Senator Quanton_Biscuit’s proposal was approved by the Senate and by President ChrisChrispie.
+Gang Shi has repeatedly shown itself to be a hostile and antagonistic group that has ill intentions. Allowing the bulk of their citizens to remain in our discord will do nothing but cause further drama and strife. They do not add much if anything to our dialogue and have no economic reason to be in our discord.
+I propose that the following Gang Shi Citizens and known associates be banned from Icenia Discord effective immediately. This ban will last two months, once the ban length has expired, the Senate will have the opportunity to renew or annul the ban.
+(This was retroactively reconsidered from a Motion to a Bill after )
+Senator Quanton_Biscuit’s proposal was approved by the Senate and by President ChrisChrispie.
+(This was originally a Motion but was retroactively considered a Bill after the Gang Shi Band Amendment Bill)

+Although we still have to deal with the aftermaths, the war is over and we do not longer have a need to invoke any of the clauses in the Articles of War.
+By passing this Bill we:
+End State of War
+Exclude the pearls obtained in the war from the usual requirement of Article V (d) of the Constitution, giving the Secretary of Defense the right to sentence the pearls and further hold them on behalf of our allies after their sentences expire.

+Senator Cammo37 stood down as a Senator to be appointed the Secretary of the Interior, triggering a by-election, which imtigertim won.
Senator Drekamor’s proposal was approved by the Senate and by President ChrisChrispie.
+I propose that the quoted bit (Disqualification of Candidates) below be added to the constitution under the elections section. I think campaign eligibility for dual citizens should be handled on a case by case basis as I think trying to legislate exactly what conditions each candidate is able to run under is impractical. This would fix the issue of dual citizens who have concerning foreign attachments being eligible to run. I think this fix makes it disqualifying candidates something that can't be done lightly and outlines a simple process that is easy to follow.
+++Disqualification of Candidates: A candidate may be disqualified from the election if the President, Secretary of Defense, and the Secretary of the Interior agree. The candidate must be notified of being disqualified before the opening of the polls for the disqualification to be valid.

+++Article 4
+All civilian builds must first receive permission from the Secretary of the Interior unless otherwise devolved to a more local authority. Similarly, all military builds must first receive permission from the Secretary of Defense or the relevant devolved authority with oversight from the Secretary of Defense. Any builds that were constructed without permission, nor have been given retroactive approval, may be demolished at any time without warning or compensation.

+Add the following article to the Articles of War:
+++Article 0: These Articles of War shall be considered on-par with the Constitution and thus shall be bound to the same Amendment process defined in Article IX of the Constitution.
+
This is just something I realised may be necessary. The Articles of War are an ordinary statute but override the Constitution in... basically all places. I figure stating in the law itself that it's on the same level as the Constitution, even though it's not in the Constitution, is a good idea.
+Senator Orinnari’s proposal was approved by the Senate and by President ChrisChrispie.
+Schedule 1: Replace Article 1 with the following:
+++Article 1:
+
The Government shall maintain claims polygons accessible at https://civicenia.github.io/government/borders.json which shall constitute the sovereign territory of Icenia, ie, all lands, waters, subterrain, and airspace. It may also include any points of interest that are owned and or operated by Icenia, though these should be made visually and textually distinct as to not confuse a point of interest with sovereign Icenian territory.
Schedule 2: Rename Article 2 as Article 3.
+Schedule 3: Add the following article under Article 1:
+++Article 2: +Claims polygons shall only be modified by law, eg, a Senate Bill.
+
Schedule 4: Omit the claims polygon known as the "Iceniar Portal Area"
+Schedule 5: Modify the claims polygon known as "Icenia Proper" to the following:

+Senator Orinnari’s proposal was approved by the Senate and by President ChrisChrispie.
+I am proposing the following amendments to the Building Regulations and Subsidies Act in order to make enforcement of SOI build approval more streamlined so unapproved builds may be demolished faster, and to codify the property registry into law.
+Change the Non-Ex Post Facto to say:
+++Articles 1 and 2 shall not apply retroactively to builds within Icenia built prior to the 10th March 2023. Article 4, Section 1 shall not apply retroactively to builds within Icenia built prior to the 27th January 2024.
+
Rewrite Article 4 as:
+++Article 4:
+
(1) All civilian builds must first receive permission from the proper authority (Secretary of the Interior unless otherwise devolved to a more local authority). Similarly, all military builds must first receive permission from the Secretary of Defense or the relevant devolved authority with oversight from the Secretary of Defense. Any builds that were constructed without permission, nor have been given retroactive approval, may be demolished at any time without warning or compensation.(3) Unless originally defined by the property owner and approved by the proper authority, newly formed properties shall be assumed to have Y-level bounds from Y=16 to sky limit, excluding any intersections that may be formed as a result of other already existing properties that occupy some or all of the same X and Z bounds of the new property.
+(4) If a new property is not given strict bounds for the X and Z coordinates, the property should be assumed to not cross into public works such as roads, rails, etc. . If there exist two or more parties with neighboring properties, both without strict bounds for their X and Z coordinates, the parties must first attempt to come to an agreement on the dividing line/shape of their properties if there is a disagreement or accusation of encroachment. If the parties cannot come to an agreement, the proper authority may decide the limits.
+(3) The Secretary of the Interior must maintain a publicly available, accurate, and up-to-date record with an entry for every building and/or property within Icenia City. If one or more buildings are completely contained by a single property, only the property encompassing the build(s) is required to have an entry. Each entry shall include at least: the owner's name, the approval status, a picture of the build/property, and the bounding coordinates. Bounding coordinates must unambiguously define the coordinates enclosing the build/property at least the X and Z coordinates, but preferably in the X, Y, and Z directions. Examples include 2 corner coordinates of a rectangular prism shaped properties, or all vertex coordinates of a polyhedron shaped property.
+(4) The Secretary of Defense must maintain an accurate and up-to-date record with an entry for every military build within Icenia. The Secretary of Defense may decide who can access the record. Each entry shall include at least the bounding coordinates. Bounding coordinates for a build are explained in the previous section.

+ Add the following sections to Article V of the Constitution:
+++(g) Prosecutions
+The government shall only have the monopoly to prosecute on victimless wrongs (eg: build code violations, exclusion-zone violations), or where Icenia itself is the victim (eg: griefed military infrastructure). Whereas, for any other wrong, the victim shall have the right of first refusal to prosecute. Should the victim choose to prosecute, the government shall nonetheless have the right to be involved as a supplementary plaintiff.
+
++(h) Appeals
+Magistrates' Court verdicts may be appealed by the defense or plaintiff in the form of a new trial request to the Supreme Court, which must specify whether it's a request for a retrial, or an objection to the verdict itself.
+Should an appeal against a verdict be accepted, the appealing party shall be the plaintiff, and the Magistrates' Court Judge who made the verdict shall be the defendant. Verdict-appeal trials are not to re-litigate the facts of the case.
+
++(i) Verdicts
+Judges are permitted to impose the following sentences, which must be reasonable and proportionate to the wrongs committed, and their history of similar convictions. Judges may impose alternative sentences should there be fulfilment issues to ensure that a sentence is served.
++
+- Fines
+- Pearl time
+- Treason
+- Recommend the demotion or removal of citizenship.
+- Recommend the disqualification of candidacy.
+- Recommend the loss of Administrative and Military roles.
+For other matters of disagreement brought before the Court (eg: who owns a plot of land), the Justiciability clause shall confer upon the Court the authority to decide on the matter, and for it to carry the force of law.
+No Court shall be construed to have any authority to decide matters of constitutionality. Any such issues must instead be recommended to the Senate for resolution via legislation.

+Any government official may call for a vote of the senate to ban a player from Icenian territory. A territory ban can be instituted or revoked following a simple majority vote, and can be vetoed or repealed by the President, the Speaker of the Senate, or the Secretary of Defense.
+A successful territory ban must be communicated to the player banned, or their host nation. Once communicated, it designates the player an Active Threat while in Icenian borders, who can be pearled and sentenced for entering.

+++Senate elections (aka “General Elections”) will begin at the start of each calendar month, or shortly thereafter. The voting period will begin with an announcement from the President or the Speaker of the Senate, whichever is first, which must list the lawful candidates and the rules of the election. The voting period will conclude exactly 24 hours after the announcement. Any votes cast or recast after that time will be disregarded.

Clarifies that senate elections aren't hard-tied to the start of the month, clarifies that any gov official may open voting since thats how it has traditionally run, clarifies that voting concludes 24 hours after the starting message to avoid confusion.

+“The Icenian Bill of Rights applies to all Icenians of the Citizen rank or higher. I would like just adjusted to read “The Icenian Bill of Rights applies to all Icenians of the Citizen rank or higher unless stated otherwise.”
+In this paragraph, I would also like to remove the mention of “Citizens” in the closing sentence. Instead of “These rights may be suspended as part of punishment for a crime that a citizen has been convicted of.” It would instead read “These rights may be suspended as part of punishment for a crime they have been duly convicted of.”
+I would like to replace “Citizens” with “Icenians” in section 5 of the Bill of Rights”.

+++Construction Site Dereliction: If a property which is under construction has had no significant work on it completed within the past month, the Secretary of the Interior may create a dereliction thread in which they notify the property owner that they have a week, or an agreed upon time frame, to complete a designated amount of work on the property. If this work is not completed within the deadline, the Secretary of the Interior may immediately seize the property.

Schedule 2: Amend the Constitution of Icenia to replace Article VII (b) "Shop Dereliction" (2) with the following:
+++The citizen performing the dereliction must then create a dereliction thread in which they petition the Secretary of the Interior and clearly state why the shop should be derelicted citing reasons such as lack of inventory and provide a clear plan and timeframe for what they will do with the shop, should they succeed in the dereliction.

“Currently, it is within the power and responsibility of the senate to swear in new magistrates to the magistrates bench. The law currently states that " The Bench shall consist of at least four Icenians whose citizenship rank is “Citizen” or higher, appointed by the Senate. Magistrates are appointed by a simple majority vote from the Senate and serve for life, until resignation or dismissal by the senate.". I would request this be changed to "The Bench shall consist of at least four Icenians whose citizenship rank is “Citizen” or higher, appointed by the Chief Magistrate approved by the president. Magistrates serve for life, until resignation or a 2/3rds majority vote to remove them via the senate."
+I would also wish to remove the chief magistrates role in making the decision to extradite pearls, as this is a political decision and not a judicial one. The law currently states "Pearls may from time to time be extradited to a foreign entity or exempted from trial upon the agreement of the President, Speaker of the Senate, and the Chief Magistrate." I would like this to be changed to " Pearls may from time to time be extradited to a foreign entity or exempted from trial upon the agreement of the President, Secretary of Defense, and the Speaker of the Senate".

+ Senator Quanton_Biscuit’s proposal, submitted on behalf of DuckWithAMonocle, was approved by the Senate and President ChrisChrispie.
+(Schedule 1 was contrived pursuant to Article 3.F of the Hansard Act)
Be it enacted by the President’s most Excellent Majesty, by and with the advice and consent of the Speaker and Senators of this present Senate assembled, and by the authority of the same, as follows:-
+Schedule 1: Amend Article IV (a) of the Constitution to append the following:
+++Senate votes shall only attain their required majority when counted against all non-abstained seats; absences shall not count as abstentions.
+
The Senate has largely been operating on this principle already, as the Speaker (as well as other officials and interested persons) ping the Senate or the particular Senators who've yet to cast their vote. But there is some level of ambiguity. If a Senator were to sponsor a Bill, and they vote Aye on it, but no other Senator votes on it, and the Speaker concludes the vote after 24 hours... does it pass or fail? It received 100% support from those who voted, but only received 1 Aye out of 7 (in this present Senate) seats. What this Amendment would do is count the votes against the total seats in the Senate, so for a Senate Motion to pass, it must attain >50% of seats, not >50% of votes. Senators may still actively abstain, which effectively reduces the amount of seats for that vote, but absences are not considered abstentions. Not being able to get the Senate's attention for something doesn't mean it should pass by default.

Batavia can be said to be Southshire’s first neighbor in this iteration. We were on good terms for much of the early iteration. Unfortunately, they and us (Southshire) went inactive and their lands came under control of the nasty Lambeau Kkkolonizers.
+During this period of inactivity in old Batavia, many buildings were damaged, the farm was hit hard by Lambeau’s failed attempt to make a vault in the region as a fuck you to us. I (Gentle__Giant) seek to have Southshire gain jurisdiction of these circled areas in the name of historical preservation of my oldest neighbors.
+ +Schedule 1: Amend the Statute of Territory to transfer the following polygon as "Batavian Plains" to the State of Southshire: [[-6100,-4661],[-6083,-4627],[-6082,-4608],[-6098,-4595],[-6118,-4594],[-6120,-4614],[-6145,-4635],[-6156,-4627],[-6165,-4633],[-6182,-4624],[-6195,-4595],[-6211,-4586],[-6224,-4607],[-6224,-4624],[-6260,-4627],[-6274,-4619],[-6288,-4629],[-6288,-4677],[-6303,-4691],[-6320,-4699],[-6322,-4716],[-6351,-4734],[-6314,-4803],[-6118,-4726],[-6085,-4688]]
Schedule 2: Amend the Statute of Territory to transfer the following polygon as "Castle Batavia" to the State of Southshire Southshire: [[-5788,-4229],[-5789,-4282],[-5771,-4285],[-5760,-4329],[-5761,-4391],[-5816,-4403],[-5913,-4405],[-5911,-4239],[-5859,-4229]]

+Schedule 2: Allow the Secretary of the Interior to legally modify the "Icenia City" polygon to fit the working area of "Icenia City"
+Schedule 3: Label "Icenia City" on the Statue of Territory via the above definition
+Schedule 4: Amend Articles 5 and 6 of the Building Regulations and Subsidies Act to apply only within Icenia City unless given explicit approval by the Secretary of the Treasury or the Secretary of the Interior respectively.
+Specifically by adding requirement 6:
+++The building must operate within the bounds of Icenia City, unless approval is given by the Secretary of Treasury +to Article 5
+
and by adding point 4:
+++The property must operate within the bounds of Icenia City, unless approval is given by the Secretary of the Interior +To Section A
+
Reasoning: +Regardless of how various discussions on the fate of building regulations in Icenia City resolve, its becoming clear that there are a variety of plans for the mainland. Even our current building and subsidy codes operate with the unspoken rule that they apply to the mainland, without any way of accurately defining that land to anyone who isn't already familiar with our policies.
+For the future, it is important that we are able to accurately divide "Icenia" from "Icenia City"
+Schedule 1: Define "Icenia City" as the following polygon: [[-3562,-4494],[-3552,-4614],[-3576,-4676],[-3596,-4722],[-3707,-4812],[-3749,-4863],[-3809,-4778],[-3848,-4817],[-3866,-4868],[-4081,-4859],[-4268,-4756],[-4424,-4542],[-4302,-4196],[-4004,-4014],[-3764,-4038],[-3360,-4348]]
Schedule 2: Add the following as Article 4 of the Statute of Territory:
+++The Secretary of the Interior is permitted to modify the “Icenia City” polygon to fit the working area of "Icenia City".
+
Schedule 3: Amend Article 5 of the Building Regulations and Subsidies Act to only apply within Icenia City unless given explicit approval by the Secretary of the Treasury, by adding the following as Article 5 (6):
+++The building must operate within the bounds of Icenia City, unless approval is given by the Secretary of Treasury.
+
Schedule 4: Amend Article 6 of the Building Regulations and Subsidies Act to only apply within Icenia City unless given explicit approval by the Secretary of the Interior, by adding the following to Article 6 (II) (a):
+++The property must operate within the bounds of Icenia City, unless approval is given by the Secretary of the Interior.
