Windows CLI - issues - need help

I started having problems with my GUI - blank screen. I have reported the problem (Chia-Network/chia-blockchain-gui#287)

I started running windows CLI - while the plotting seems to be completed per the CLI I am not seeing the log file in /mainnet/plotter although the plot file is in the final folder

I am not sure if this is because I did not do "chia start {service}"

if it is because of not doing "chia start {service}" -

what happens to plots created? will they sync plots created?
