Technical analysis

We have verified the proposal uses correctly the Aave cross-chain governance system.

The proposal payload correctly interacts with the EmissionManager of Aave v3 Optimism to set the EMISSION_ADMIN role to the Gnosis Safe, by calling setEmissionAdmin().
