Make gender identity a permanent user setting

right now when i support an amendment, i have to select my gender identity for each individual amendment.

many organized members get lists with about 20-50 amendments their peers asked them to support (especially on federal level)

either a pre-selection in the drop down menu from previous supports so the user can see and change if it was wrongly configured, or a setting in ./controllers/UserController.php (?) would come to mind.
