Adding a comment as moderator before publishing

A moderator currently (Version 4.9.1) cannot comment on a change proposal (Änderungsantrag) without first making it visible publicly.

It could be useful to be able to add comments for the proposer (Antragststeller*in) to discuss cosmetic changes before publishing the change without having to make it public first.

Workflow:

• Create a change request
• Moderator opens the change request, sees a problem
• proposing changes:
  • currently moderator can only send an email or do changes directly
  • proposed: moderator can see and write comments to the proposal in the interface used for publishing it, so an initial discussion becomes part of the public discussion once the proposal is released.
