Create a Reference and Identifier object that are not CTS dependant for Resolvers. #161

With DTS moving us to a free syntax identifier system, the use of Reference object might be quite important.

Create an Identifier Class (?)
Create a PassageIdentifier class (which supports range)
Make CTS URN and PassageIdentifier subclasses of these
Make resolver compatible with these classes.
