Allow site device mapping without L3 device in that site. #151

Currently, if the L3 device is in a different site then the mac to IP mapping does not take place.
Example: Core infrastructure in one site while other Campus sites are fiber connected L2 trunks.

@jdcoats , @xmacan is trying to get me to support a new release. What about a drop down for the site to use the arp table for X site?

I don't know how sites work. I have never use sites. In mactrack you can have devices connected with cacti.devices or "standalone" devices. In second case, is it possible to connect it with cacti sites?
